On November 16, 2006, the National Adoption Day Coalition released a first-ever state-by-state analysis of legislative trends on foster care adoption. The report utilizes both quantitative and qualitative research methods to outline current legislative trends on foster care adoption, including eight specific legislative case studies. The study was conducted by the Urban Institute in partnership with the National Conference of State Legislatures, and was commissioned by the National Adoption Day Coalition.
